Cyberwar is not coming

Airpower has never lived up to the dreams of its most enthusiastic advocates. This is not to deny the enormous contribution it has made to modern warfare. Indeed, virtually unchallenged air supremacy has become more or less the sine qua non of the Western ‘way of war’. This is an undeniable advantage in conventional war, as no one understands better than a commander who has tried to fight while on the wrong end of an airpower asymmetry. As General Erwin Rommel, whose tanks, troops and artillery were mercilessly pummelled by Allied aircraft in the battle for France in 1944, put it:

Anyone who has to fight, even with the most modern weapons, against an enemy in complete command of the air, fights like a savage against modern European troops, under the same handicaps and with the same chances of success.
